American Brokers Ukraine Discussions in the UAE as White House Pushes for Conflict Resolution
High-level negotiations with American, Russian, and Kyiv delegates began in the United Arab Emirates this week, marking the most recent stage in attempts to broker a resolution to resolve the continuing war in the region.
High-Level Delegates and Opening Discussions
American military official Dan Driscoll allegedly met with a Russian team on Monday night, with discussions extending into Tuesday.
“Discussions are progressing positively and we maintain hope. He is working in tight alignment with Washington as discussions unfold,” an official representative commented.
Ukraine’s top intelligence official, Kyrylo Budanov, was scheduled to take part in the proceedings, though details were vague whether face-to-face engagement with Russian delegates would take place or if separate bilateral sessions would be held.
Identity of the Russian team was unconfirmed. “No comment is available. We are following the media reports,” a Russian representative informed state media.
Background and Updated Proposal
These meetings follow prior discussions in Switzerland where US and Ukrainian officials reworked a preliminary American proposal for ending the war.
Russia has so far not endorsed the most recent version of the plan and is unlikely to agree to many of the Ukrainian revisions.
Moscow’s foreign minister, the Russian diplomat, emphasized that any modified agreement must embody the “spirit and letter” of what was discussed during previous high-level talks between both nations.
Global Responses and Apprehensions
European officials are reportedly struggling to remain involved in the negotiations as US officials drive the efforts.
Finland’s leader, Alexander Stubb, who has emerged as a key interlocutor between the US and EU officials, stated that the immediate future would be critical in efforts to secure a peace settlement.
He allegedly held discussions with Kyiv’s leader and Nato officials, stating that “Decisions about Ukraine’s future rest with its people, and while European security matters are for Europe to resolve.”
Meanwhile, the France’s president, the French official, cautioned against a settlement that would amount to a “concession” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Certainly not,” he affirmed.
Specifics of the Original US Proposal
The US proposal was reportedly composed of numerous clauses and was drawn from discussions between American and Moscow representatives, with contributions from Kyiv security officials.
Key aspects of the proposal allegedly involved:
- Ukraine relinquishing territory presently held by Russia
- Additional regions that would be required to be voluntarily given up
- Restrictions on the size of the military forces
- Immunity for all parties in the conflict regarding violations
Latest Events and Ongoing Challenges
American official allegedly traveled to the Ukrainian capital to brief the Ukrainian president on the plan and press rapid acceptance.
This demand, coupled with the leaking of the plan, apparently shocked Kyiv and EU officials.
The Ukrainian president stated that the country was facing one of the most difficult periods in its existence and was being compelled to decide between “forfeiting self-respect or abandoning a crucial supporter.”
Later, the US official informed alliance ambassadors on the proposal in the capital, with one attendee labeling it as “a disastrous gathering” and stating that European officials were shocked by both the substance and manner of the presentation.
Washington later moderated its position, stating that the comprehensive proposal was an “initial basis for negotiation” rather than a final ultimatum.
Security Developments During Negotiations
While peace efforts continue, Moscow has maintained its nightly attacks on Ukrainian urban centers.
Russian forces allegedly launched dozens of missiles and many of unmanned aircraft at objectives in and around Kyiv, as stated by Kyiv reports.
The Ukrainian president stressed that Moscow must not believe it could win the war while talks were ongoing.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Measures against Russia need to produce tangible effects,” he affirmed.
Kyiv’s leader reported that multiple people had been fatally injured in the overnight assault on the city.
